In the books, the tin woodsman was a human being who gradually, and because he was clumsy, had all of his human parts replaced with parts made of tin (in Oz, it makes sense, because you cannot die and unliving things can easily be made living). In a steampunk setting, maybe you would want to go for something akin to a primitive cyborg.
