You could use wires instead of straw. Or rubber bands. Anything to give him that limber, bouncy feel that the live action character had in the movie.
What if it wasn't "magic" that allowed the Scarecrow to hop around? What if it was a delicate "steam assist suit" with thousands of tiny gears and pistons? Man, that would be cool...
